The two sites that I have used and I know for sure are not scams are www.hotfile.com and uploading.com.
Here's a rundown on both of them so you can decide what works for you best:
HOTFILE.COM
Hotfile.com pays based on the table below. When you sign-up you start as a Silver uploader and your member status goes up and down based on the number of downloads your files have, the number of people who upgrade to premium through one of your files and the number of files you upload. Consitently having a high number of downloads will really boost your earnings. Another good thing about Hotfile was the pay. They pay when u reach $15 a lower limit than most other sites. They also allow FTP uploads and remote uploads. They pay through Paypal on Mondays.
All in all hotfile is a solid site and it works great so long as you dont get hurt but the changes in uploader status. So if you can reap the benefits of gold and platinum then this is for you.

Uploading.com
This site is also a good option but unlike hotfile it doesnt have different uploader levels so you will pretty much always be gettin 10$ for 1000 downloads from US and RU. So it would be like being Silver status for hotfile. This can be good if you only plan to make a medium amount of money and dont want to risk having your pay out drop because you didnt meet some download number requirement. They pay when you reach $30 which is not necesarily a bad thing, youll just have to wait a little longer. They also have a single file, multiple file, remote file and though they dont have ftp uploads they offer a desktop upload application which does the job. A downside is the download speed, people who download your files will be limited to around 30kbps so uploading.com is really pushing your file downloaders to sign up, so if people think the speed is too slow and they dont wan to signt up they might just not download your files. They are also limited to 100megs/day and 300megs/day if they register as free member so this might even allow less people to download your files unless they sign up. On top of that you cant upload files larger than 100megs.

DepositFiles
Depositfiles is another big name. They dont have a max amount that people can download so you can be assured people will downlaod a lot of your files. The pay is based on the following table.

So given that you upload files between 50 and 100 you should get at least $7 / 1000 downloads. As i am posting this they have a $5 bonus, so you start with $5 on your account. The minimun pay out amount is $10 so you wont have to wait long to get the cash.
For example: if you have 5 files each of 1 MB, 10 of 50 MB, 15 of 100 MB and 15 of 250 MB,
your average Rate will be $7.5 for 1000 downloads. The bandwidth is good so people wont get turned off by the speed (more downloads). They have ftp, multifile, remote and an application to upload from your desktop. They also have no limite for file size.

CONCLUSION
I personally like hotfile over uploading and depositfiles. Uploading.com is ok but the 30kbps download speeds seem to turn off potential downloders, I saw my # of downloads decrease when i started using it. Also they limit the file to 100megs so i had to divide files in two which was a drag.
I've stayed with hotfile and the earnings have been good.
